The electronic learning record: assessment and management of skills and knowledge: eportfolio research report

This report documents a research project on the concept of an electronic learning record (ELR) or portfolio. For the purpose of the project an ELR is defined as 'a digitally generated and stored inventory of the skills and knowledge acquired by an individual through either formal or informal learning'. The research explored the hypothesis that an individualised ELR could be used to improve the effectiveness, efficiency and equity in training and employment environments. This hypothesis has been proposed by the Canadian Labour Force Development Board (CLFDB) and reinforced by the OECD. The potential effectiveness and efficiency of learning records in the workplace was explored, with a focus on the following research questions: What process can be used to determine the utility of a learning record or skills portfolio from the point of view of individuals, employers, career planners and educators? What are the attributes of an ELR that make it useful for adults in the context of creating a personal skills and knowledge profile? From the perspective of each of the stakeholder groups, how effective is an ELR for career planning purposes, increasing access to advancement or career development, and increasing the effectiveness and efficiency of training? This report contains the research questions, processes and data gathering, synthesised data, outcomes and recommendations.
