Maximizing Aboriginal opportunities in the construction industry: final report to 2010 ATAC, September 2004

The focus of the 2010 Aboriginal Training Adjustment Committee (ATAC), a group of local First Nations and construction industry representatives supported with funding through Human Resources & Skills Development Canada, is to conduct research into access points and entry requirements for identified employment opportunities in the construction industry in the Canadian province of British Columbia (BC) and to recommend strategies that will connect the Aboriginal labour supply with industry labour demand. The initial research was conducted by a consulting team and is presented in this report to Aboriginal and industry stakeholders to facilitate partnerships that will provide for implementation of the recommendations throughout the BC region. The report examines issues associated with labour demand in the construction industry, First Nation and Aboriginal labour supply, Aboriginal construction recruitment, training and retention strategies, and Aboriginal labour force development agreements. The report provides options for plans, solutions and partnership strategies to facilitate an increase in Aboriginal participation in the construction sector to 2010 and beyond. It proposes a specific mechanism for partnership agreements between Aboriginal stakeholders and industry representatives and a comprehensive Aboriginal recruitment and training model for the construction industries and specific capacity building measures for the local Aboriginal community.
