The electronic learning record: assessment and management of skills and knowledge: a literature review

This literature review sets the stage for a research project intended to examine the hypothesis that an individualised, electronic learning record (ELR) could be used to improve the effectiveness, efficiency and equity in training and employment environments. For the purpose of the project an ELR is defined as 'a digitally generated and stored inventory of the skills and knowledge acquired by an individual through either formal or informal learning'. The literature review explores related developments in the field of workforce education/training, literacy and lifelong learning, skills assessment and Prior Learning Assessment and Recognition (PLAR), electronic labour market information (LMI) and human resources accounting (HRA), and work in the new economy.
