Flexible learning is a learner-centred approach to education and training that gives clients as much control as possible over what, when, where and how they learn. The aim of the Flexible Learning Business Planning Framework is to support the sustainable development of flexible learning within the vocational education and training (VET) sector. The Framework provides users with a strategic and ordered approach to the development of flexible learning, with a focus on identifying the needs of markets and training providers. The guide is divided into five main sections: (1) Identifying strategic relevance; (2) Building a business case; (3) Promoting and developing the solution; (4) Delivering and evaluating the solution; (5) Continuous improvement.
