This report investigates recent government policy initiatives in England which aim to improve vocational learning and make the vocational learning system more responsive to the needs of individuals and employers. A study sponsored by the Learning and Skills Research Centre (LSRC), entitled 'Modelling a vocational learning system for the 21st century', began with the premise that the vocational learning system in the UK was currently inadequate and required significant change. With that study as its basis, this report aims to describe and understand the current vocational learning system, identify problems with that system, and recommend improvements to its performance. The report also incorporates a discussion of vocational learning policy in Scotland, Wales, Northern Ireland and the Republic of Ireland, with particular attention to how their policy differs from that of England.
