The Asia-Pacific Economic Co-operation (APEC) symposium on lifelong learning was held in Chinese Taipei in July 2004 to develop an APEC statement on fostering best practice in lifelong learning. This symposium paper presents three strategies aimed at ensuring that the principles of adult learning are woven into the fabric of lifelong learning policy and practice. The strategies are: valuing all venues and forms of learning; valuing all outcomes of learning; and empowering learners and potential learners. The author concludes that through these three strategies, considerable steps can be made towards more engaging the disadvantaged and disengaged learners more effectively.
