In 1996, two programs for cooperation in higher education and vocational education and training (VET), EC-Canada and EC-US, were set up to address the challenges of how to adequately educate and train the workforce in an era of globalisation and the transfer to the knowledge economy. The aim of these programs was to encourage transatlantic student-centred cooperation between institutions of higher education and VET and other organisations.
