Effectiveness of labour market oriented training for the unemployed: the development of a multilevel conceptual model

This paper is taken from the ninth group session on Wednesday 24 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. This paper examines training for the unemployed, and begins with an investigation of relevant research including human capital theory, labour market oriented training and school effectiveness research. Case studies from the Netherlands are discussed to investigate the provision of training. Finally a conceptual framework is presented, for the evaluation of training for people who are unemployed on a long-term basis. This framework will be tested and may provide insight into the effectiveness of training programs.
