This paper is taken from the eighth group session on Wednesday 24 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. In this paper the author critiques policy trends and intends to open debate on the issues surrounding policy implementation. The paper explores South African vocational education policy, and suggests that assumptions made during the formation of the policy, regarding terminology used, restrict the policy's relevance to South Africa's reality. Interpretations of 'outcomes-based education' may restrict the training system's capacity to produce employable people. The author suggests that terms such as 'lifelong learning' have little educational meaning, and are not implemented to increase workers' employability. By highlighting some lingual inconsistencies the author hopes the need for further analysis of the South African National Qualifications Framework (NQF) will be realised.
