A framework for defining and assessing occupational and training standards in developing countries

This paper is taken from the plenary session on Tuesday 23 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. Occupational and training standards assist in improving individual and community outcomes, as educational attainment relates to a worker's employability, wage and social inclusion. Developing countries must form standards which are sympathetic to local conditions, and may choose to develop a national approach, or to focus on standards at the local level. In this paper the author discusses the issues involved in the formation of occupational and training standards in developing countries. The paper includes the following chapters: Rationale for developing occupational standards; Definitions, terminology, and assumptions; Stakeholder involvement; Labour market information and analysis; Developing occupational standards; Assessing occupational standards; Linking occupational standards with training standards; Governance, financing and administration; Summary and key recommendations.
