This paper is taken from the plenary session on Tuesday 23 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. This paper discusses the Global Employment Agenda, a regional employment agenda developed by the International Labour Office (ILO) and Jobs for Africa (JFA). The author questions the key roles for human resources development (HRD) in developing education and training opportunities that lead to employment. Examining the current HRD situation in Australia, Egypt, Mauritius and South Africa, the paper highlights strengths and weaknesses of HRD and training developments.
