This paper is taken from the second group session on Monday 22 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. The labour market structure in Hong Kong has changed as the economy has shifted from manufacturing to trade and production control, having a direct impact on technical and vocational education and training (TVET) institutions. TVET institutions in Hong Kong need to adjust to the increasing need for educated and professional workers. This paper summarises the three stages of globalisation for Hong Kong's textile and clothing industry, and the corresponding progress of three relevant institutions: (1) the Hong Kong Institute of Vocational Eduaction; (2) the Clothing Industry Training Authority; and (3) the Textile Industry Training Centre. The author concludes with recommendations for the TVET sector.
