This paper is taken from the first group session on Monday 22 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. The Learning and Skills Council (LSC) was established in the UK in April 2001, with the purpose of planning and funding education and training initiatives. In this paper the author examines the rationale behind the development of the Council, the Council's aims and approaches to expanding the skills of the UK population, and some of the initiatives the Council has already introduced. The paper also examines the impact of the Council at the local level, and outlines future directions for the Council.
