Scheme participation and employment outcome of young unemployed people: empirical findings from nine European countries

This chapter is part of a publication which examines unemployed youth and their risk of exclusion from society. The publication is based on data from a comparative study of youth unemployment and social exclusion (YUSE) in Europe. Nearly 17,000 unemployed youth from 10 European countries were surveyed. This particular chapter analyses labour market policy in nine participating countries. The youth unemployment rates and youth labour market participation rates vary remarkably between the countries. Training and employment schemes across countries also vary. The author questions the degree to which such schemes contribute to employment of people under the age of 25 who have been unemployed for more than three months. Thirteen percent of survey respondents reported to be participating in a scheme at the time of survey completion. It is found that scheme-based policy supports youth integration into the labour market to a limited degree.
