This chapter is part of a publication which examines unemployed youth and their risk of exclusion from society. The publication is based on data from a comparative study of youth unemployment and social exclusion (YUSE) in Europe. Nearly 17,000 unemployed youth from 10 European countries were surveyed. This particular chapter analyses recurring unemployment in young people who have experienced, at a minimum, one period of unemployment. Many European countries have found youth unemployment rates to be much higher than adult unemployment rates over the past two to three decades. This chapter focuses on youth in France, Germany and Sweden. The authors note the following common factors among the countries: (1) the younger a person is when first hit by unemployment, the more vulnerable he or she will be to unemployment in the future; (2) a shorter average duration of unemployment will increase the risk of future unemployment; (3) those in Germany and Sweden who participated in youth schemes are more likely to be unemployed again; and (4) the number of periods of unemployment increases with the youth unemployment rate.
