What effects will a declining youth cohort have on the organisational functionality of the tertiary sector?

This paper explores the possible effects of declining numbers in the youth cohorts and the likely structural ramifications on the Australian tertiary sector. While there are differences in funding and pedagogy between the VET [vocational education and training] sector and the higher education sector, I choose to define them as encompassing one post-compulsory education and training sector from Certificate One to PhD and will only differentiate between them when necessary. I must also necessarily explore the effects of the post-war generation (1946–64) on educational demand, even though it goes beyond the parameter of the abstract. I ask the reader's forgiveness if this paper, by necessity, is broad rather than local and in-depth. The Australian Bureau of Statistics data shows this is a national phenomena. I hope to present a major paper on this research with a case study by 2005.
