Models for open and distance learning: 2: Globalisation, education and distance education

The aim of this guide is to provide information on international, regional, national and institutional policy relating to globalisation and education, with a particular focus on cross-border distance education and training. It identifies the key issues facing policy makers and sets out policy questions in the context of current negotiations regarding the General Agreement on Trade in Services (GATS). The guide is divided into six main topics: the changing drivers of development in education and training; positions being taken up in relation to GATS as it applies to education; functions of agencies and stakeholders; options for and organisational implications of sharing distance education and training functions between institutions; resource allocation and funding issues; and policy questions regarding distance education and training under GATS.
