This guide looks at the way open and distance learning has been used for the education and training of teachers, and draws heavily on research carried out by the International Research Foundation for Open Learning (IRFOL) for the Department for International Development in Britain and for UNESCO. It attempts to define the policy agenda in terms of the potential for open and distance learning in meeting the target of quality education for all. Three related issues are discussed: society's expectations of the teaching profession; the stakeholders who are influencing and controlling it; and its curriculum. The case for using open and distance education for teachers is examined in terms of outcomes and costs and questions are asked about how and when to use open and distance education. The challenges of accreditation and assessment are also discussed.
