This discussion paper aims to discuss issues surrounding the development of a new fees and charges framework for vocational education and training (VET) in Victoria. It begins by providing an overview of the current system, its context and its strengths and weaknesses, before examining these specific issues: student access and participation; simplicity, practicality and consistency; fee models; parity between providers; alternative learning and delivery methods; public and private benefits of VET; and the relationship between profile funded and fee-for-service activity.
