Government lifelong learning policies have recently been reviewed in Korea. This report outlines participation in lifelong learning, and the costs of supporting lifelong learning practices. Participation gaps are estimated across all sectors as well as an estimation of the costs involved in closing these gaps. Funding sources are outlined, as well as potential sources and strategies for funding for future development. The report concludes with two case studies. Chapters in this report include: (1) Introduction; (2) Estimation of public cost of implementing lifelong learning; (3) Raising the return to lifelong learning; (4) Mobilizing resources for lifelong learning; (5) Case studies.
