Price measures in education and training: opening a discussion

This paper reviews the uses of price indexes in education and training, the main uses of which are for adjustment of budgets and for performance review. It examines the main purposes for undertaking price deflation and considers the types of measures that could be applied. Section one looks at the situations in which estimates with account taken of price change might be needed. In section two a short overview of the major forms of price indexes is given. Section three reports on the current use made by national authorities of measures of price changes in relation to education expenditure. The recent and current uses are considered against the purposes discussed in section one. Section four more critically reviews the current use of price deflators with a view to the most appropriate index for the particular purpose. In section five price measures for the wage and non-wage components of vocational education and training (VET) expenses and their limitations for the purposes specified are considered. Section six provides some concluding comments, suggesting that for purposes requiring greater precision it is worth persisting with the supplies and services index as developed in this paper.
