New policies for older workers

As their populations age, many industrialised countries are developing policies designed to extend working life and promote the advantages of employing older workers. This report is based on a review of recent literature and interviews with experts in Australia, Finland, Germany, Japan, the Netherlands, and the USA. It reviews developments in these countries and makes recommendations for public policy. Population ageing is briefly discussed and the labour market situation of older workers in the countries studied is examined. Policy making on age and employment is considered. Initiatives are described and compared. The findings of evaluations and views of key informants are presented. The fragmentation of current policies and the limited evidence for their effectiveness are highlighted. The report concludes with a discussion of the implications for public policy and an outline framework for the development of policies in this area.
