Overview of States/Territories flexible learning strategies.

This paper presents an overview of the flexible learning strategies of Australia's States and Territories and, where there is no specific strategy, the progress that has been made towards the development and implementation of such a strategy. While significant differences in approach and implementation of flexible learning across Australia are identified, there are also commonalities. The paper briefly reviews flexible learning policy across Australia, suggesting that the different approaches to flexible learning and the different stages of its development reflect the social, political, economic and historical contexts of each State/Territory. Differences in the technological infrastructure available are also discussed. It is pointed out that there is no common monitoring and evaluation framework for flexible learning across Australia. The key themes to emerge from this overview are system change, industry involvement, client-centred approaches and social inclusion. Attached to the paper is an appendix containing a matrix of the flexible learning situation for each State and Territory.
