This discussion paper considers the medium and long term directions for flexible learning in vocational education and training (VET) in Australia, looking at the factors most likely to impact on the structure and substance of flexible learning in VET in the future. The first section considers rationales for putting flexible learning in VET more firmly on the policy agenda. The second section focuses on the high-level drivers of flexible learning in VET. Section three highlights some of the key issues that will affect the strategic planning processes carried out by the Flexible Learning Advisory Group (FLAG) for 2004 and beyond.
