The European Training Foundation (ETF) defines the observatory function as one of supporting stakeholders in the decision-making process by providing relevant, reliable and timely information on performance evaluation, trends and forecasting of the training and employment system. This report provides an assessment of the current state of development of the observatory function in Jordan, together with an assessment of its strengths and weaknesses and recommendations for reinforcing its mechanisms and functions. The ETF has included as part of its 2001-2003 work program, a project aimed at reinforcing the observatory function in all countries of the MEDA (Southern Mediterranean) region. The main objectives of this project are: to reinforce the Mediterranean countries' national policymaking capacities in vocational education and training (VET) and employment through institutional building and expertise support actions targeted at observatory-type institutions; and to enhance regional potentials for networking and exchange of information and good practice on VET and employment between the Mediterranean partners themselves and with the member states. This report is organised in four sections: (1) a brief background of the assessment project; (2) a description of the current state of the observatory function in Jordan; (3) a description of the strengths and weaknesses of the observatory functions in Jordan; and (4) a suggested set of recommendations for reinforcing the mechanisms and functions of the observatory. The recommendations relate to three issues: strengthening understanding and awareness of the purpose and value of the function amongst all stakeholders; facilitating coordination amongst information producers and the consumers of information products; and the continuous development of technical capability amongst the observatory staff.
