This paper reports on a research project that was commissioned to gain a working knowledge of the issues surrounding the low rates of retention of 15-19 year olds in full time education or training. Changes in the process of transition from school to work and the types of students who exit the system early are discussed. An overview of elements of global and national action programs and strategies that are successfully increasing retention rates amongst 15-19 year olds in full time education and/or training is given. The study found that many of the successful strategies involve change using collaboration and proven more holistic approaches with more community and industry convergence.
