This paper draws on recent research and evaluation work carried out by the author and colleagues at the Research Institute for Professional Vocational Education and Training (RIPVET) exploring the concept of registered training organisation (RTO) preparedness for flexible learning and the dynamics between strategic change management at the organisational level and professional development of staff. The research suggests that there is a need to reconceptualise professional development as a driver for organisational change in much more sophisticated ways than may have been the case in the past. RTOs could become conducive to learning and labour networks that are less hierarchically structured and more project oriented.
