This booklet looks at how basic skills programs can be made effective. It summarises the evidence on effective approaches to: recruitment of teachers; quality of teachers; materials; assessment; and staff. It is suggested that the development of a successful national strategy for basic skills in the future must draw on the lessons of best practice in the past.
