Financing lifelong learning: change and challenge for modern society

This paper discusses the role of lifelong learning in modern society and the desirable features of a comprehensive long-term concept for financing lifelong learning in Germany. The author concludes that education and its financing have to be organised in line with customer demand. Financing lifelong learning should balance individual responsibility and sponsorship/support.
