Do I get a certificate for this Miss?: (interpreting VET momentums)

This paper addresses issues of qualification recognition and qualifications systems in Victoria and in the wider national and international vocational education and training (VET) community by policy makers and practitioners. The author identifies dynamic tensions in qualifications initiatives, with four sources of tension standing out: social inclusion, the learning culture, instrumental economics and the concept of the active self. The implications of these tensions for a qualifications system are then discussed using the approach of the expansive learning theory.
