'Adults learning' is published 10 times a year and provides a forum for debate on all issues affecting adult learning in the UK. The commentary by NIACE policy officer, Alistair Thomson (p. 6), provides a response to the UK government's progress report on the emerging skills strategy designed to shore up skills gaps in the economy (the progress report and underlying evidence paper are indexed at TD/TNC 73.358 and TD/TNC 73.359). A number of feature articles examine how adult learning can contribute to the resolution of the crises taking place in the modern world. 'Successful participation for all?' by Sue Cara (p. 14-15) sets out the main features of the Learning and Skills Council's consultation on widening participation (indexed at TD/TNC 73.598), makes some connections with other government policies and highlights some issues for discussion during the consultation period which closes on May 9th, 2003. 'Learning to accentuate the positive' by Fiona Frank (p. 18-19) discusses how the use of deficit statistics is unhelpful to employees with language, literacy and numeracy training needs. 'Education is life' by Bob Groves (p. 20-21) argues that if the Workers' Educational Association (WEA) is to make a difference educationally, it must resist short-term economic gains and invest in the renewal of its branch system. 'Never mind the width, feel the quality' by Kate Watters (p. 22-23) reviews what the first published inspection reports on Local Education Authority (LEA) adult and community learning reveal about the range and quality of provision.
