Can research inform education policy in developing countries?: a South African experience

In this article, the author examines the validity of a model on 'how the process of deciding about education or education policy making can be informed by research-based knowledge' within the South African experience with educational research and educational policy making. The model, formulated by Fernando Reimers and Noel McGinn in 1997, proposes nine 'situations of action' and the author investigates whether such a model could work within South Africa, whether there are elements of the model that explain the research-policy connection in South African education, and, if the model is applied, whether it could improve educational practice after apartheid.
