Informal sector training in Jamaica: an assessment

This paper is one of a series of papers on skill development in the informal economy prepared as part of the InFocus Programme on Skills, Knowledge and Employability. It reviews current policies and programs that relate to skills training for Jamaicans working in the informal sector and draws lessons that may be pertinent for the design and implementation of future policies and programs. The paper is structured as follows: the first section contains the introduction; section two outlines the characteristics of the Jamaican informal sector; section three highlights policies to enhance the skills of informal sector workers; section four discusses skill acquisition; section five reviews some issues relating to skill acquisition; section six considers obstacles to replicating successful experiences; section seven presents good elements of the Jamaican models; and the final section contains conclusions and recommendations.
