My vision for CPSC by the year 2005

Colombo Plan Staff College (CPSC) was established in 1973 as an autonomous institution by Member Governments of the Colombo Plan. This article is a reprint of a presentation to the CPSC Governing Board as part of the current director's application for the position of Director. It contains his vision and mission of what CPSC should do and where it should be by the year 2005 and includes a general strategic framework for achieving this vision.
