There currently is unprecedented expansion of networking, linkage, partnerships, cooperation, and solidarity among various institutions and individuals at the international, regional, and local levels. The increasing number of researchers and practitioners around the world who live and communicate in an international environment has surpassed all records. The literature contains numerous examples of initiatives utilising information and communication technology (ICT) for networking and internationalisation at the international, regional, and local levels. This article presents one such initiative for each of these levels. Each initiative offers a different perspective. While the international example emphasises networking technical and vocational institutions, the regional example places importance on knowledge networking, and the local example emphasises reducing the digital divide.
