The objective of the expert's report is to systematically describe the situation in the area of initial vocational training since 1994 in the context of ongoing processes of transformation and globalisation, to explain selected trends on the basis of a survey of enterprises and to suggest the contours of future developments. The author expects a dramatic decline in the already deficient supply of traineeships through 2005. The report recommends that the Federal government remain active in supporting training. All available levers must be applied to expand the training capacities of enterprises and to promoting interplant training and full-time vocational schools. It is important that vocational training in Germany must be reconceptualised; new training opportunities must be developed for the service industry.
