General survey of vocational education and training in Algeria.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Algeria along with coverage of the key challenges facing the country in the development of vocational training systems. Algeria has been undergoing a transition from a state-controlled economy to a market based economy for a number of years. A number of reforms have therefore been undertaken. A program of macro-economic realignment begun in 1994 has yet to improve the employment situation. Vocational training has therefore given priority to dealing with educational failure at all levels of the education system and has not been aligned with the skill needs of the labour market. The system suffers from structural problems such as the low skill levels of teachers, a high school dropout rate, inadequate educational resources, and the inefficient nature of the system leading to poor management methods, response times and the time required for change. Suggested reforms include: a clearer specification of the roles of secondary schools and the VET system; better coordination and targeting of proactive policy mechanisms; management and advanced technician training provision; and greater involvement of social partners. Vocational education and training in Syria and its relevance to the labour market.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Syria along with coverage of the key challenges facing the country in the development of vocational training systems. This report also comments on the relevance of the VET system to labour market needs. The chapters are as follows: Executive summary; The socio-economic context and the characteristics of the labour market; The Syrian vocational education and training system; The interface between vocational education and training and the labour market; Donor activities; Conclusions and recommendations. The key conclusion is that the present system is not adequately aligned with labour market needs and it is recommended that the system can be improved in a number of areas: improved governance; revision of the educational structure and development of a system of qualifications; involvement of employers in provision of VET and the development of alternative pathways for school and company-based training; the development of a continuing training system within the context of lifelong learning; systemic reform to include multi-disciplinary large-scale institutions; reforms of curriculum and initial and continuing education of teachers; and the development of labour market information mechanisms.

An overview of vocational education and training in the Hashemite Kingdom of Jordan.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Jordan along with coverage of the key challenges facing the country in the development of vocational training systems. The evaluation finds a high level of commitment in Jordan to a reform of the VET system as part of overall reform of the human resource development system. VET reform is already part of the Education Reform Programme begun in 1988 and international donors have played an important role in financing educational expenditure in Jordan. However, despite these efforts, reform of training for semi-skilled and skilled workers and the development of a continuing vocational training system still need more work. Another shortcoming is the lack of involvement of social partners. Improving the quality and reputation of the lower segments of the education system is a priority area. A number of recommendations are made: improving the lower and middle segments of the qualification structure; developing a modern apprenticeship type of vocational education for young people and continuing VET for adults; entrepreneurship training and training for small and medium-sized enterprises (SMEs); and the development of an experimental training scheme for the hotel and tourism industry as a means of integrating a European VET approach within the existing Jordanian policy concept. An overview of vocational education and training in Malta.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Malta along with coverage of the key challenges facing the country in the development of vocational training systems. In 1999, Malta renewed its application for membership to the European Union (EU) and is planning to reform the whole vocational training system. With its strong Western traditions, no major problems are envisaged for Malta to concur with current EU practice in the field of VET. However, there is a need to strengthen the existing system. Key issues for development are: the establishment of a transparent national system of qualifications; the further development of the role of social partners; the development of continuing training in new economic growth areas; and increased funding for VET. The report highlights the need to streamline these priorities under the overall program of ongoing reforms. In terms of international cooperation, the sharing of foreign expertise and experience would be useful so that successful initiatives from overseas could be tailored for application in Malta. An overview of vocational education and training in Cyprus.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Cyprus along with coverage of the key challenges facing the country in the development of vocational training systems. The chapters are: Executive summary; The changing context for vocational education and training in Cyprus; Analysis of the vocational education and training system; Summary of the main findings and conclusions; Recommendations for restructuring the vocational education and training system. The key conclusion is that, although the present VET arrangements have functioned well in the traditional Cypriot market economy, as a candidate for inclusion in the European Union (EU), Cyprus may be on the verge of a new phase of development into a regional business centre. This will require important changes in its education and employment systems to 'harmonise' existing policies and practices with those of the EU. Main areas needing improvement are the overall attractiveness of the VET system and reform of the qualifications structure. It is recommended that, although there are few systemic reform needs, more strategic policy making may be required. Priority could be given to the following: the development of a national system of qualification standards; modernisation and reform of vocational teacher training; and improvement of the innovative capacities of the VET system.

An overview of vocational education and training in Turkey.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Turkey along with coverage of the key challenges facing the country in the development of vocational training systems. Turkey is a candidate country for accession to the European Union (EU) and the VET system will need to be developed into a tool for economic and social development and integration as in other EU countries. Economic growth in Turkey has led to an increasing need for an upgraded workforce. Reform measures have been undertaken by the government to develop the VET system into a tool for economic growth but further work is needed in the following areas: increasing the efficiency of the training system; building institutional capacity of various stakeholders in VET; and establishing a system of continuing training. Areas of particular focus are: the strengthening of links between schools and enterprises in the 'dual system' of training; the further development of the role of social partners to ensure real impact on decision making; focus on training for core skills and general education; a modular curriculum structure; a national, integrated system of vocational qualifications and standards; initial and continuing training for teachers and trainers; and the development of a policy for continuing training, particularly in relation to training in enterprises.
