The growth of the informal economy over the last 30 years poses a major challenge for ILO's decent work agenda and the development of skills and knowledge is seen as a solution to this problem. This paper is one of a series of papers on skill development in the informal economy which was prepared as part of the InFocus Programme on Skills, Knowledge and Employability. In this paper, seven brief case studies relating to the training of the unemployed and workers in the informal sector are presented. It is structured as follows: the first section provides a definition of the informal sector in the Russian Federation and outlines its training needs; section two examines the current education and training policy in the informal sector; the third section contains the case studies; and the final section presents the conclusions and recommendations.
