In 2001, the Learning and Skills Council (LSC) in the UK established the Distributed and Electronic Learning Group (DELG) to inform their future thinking. At the same time, the Secretary of State for Education and Skills formed the Post-16 Learning Strategy Task Force to look at how e-learning can enhance and improve learning opportunities for young people in colleges and lifelong learning. For learners to take advantage of e-learning, they need to have access to the technology and have the necessary skills to use the technology. In this article, the author looks at the role of information and communication technology (ICT) in learning.
