The jury is out on whether we will get back on track: Kennedy five years on

The 1997 Kennedy Report, 'Learning works: widening participation in further education' (indexed at TD/IRD 88.23) sets out the agenda for change to increase access to post-16 learning and to improve the quality of learners' achievements in the UK. This brief article is one of three which looks at whether the Kennedy Report has worked. The author, who was the Consultant to the Kennedy Committee, states that great strides were made between 1998 and 2000 to widen participation in terms of policy development, funding and delivery. However, the last two years have experienced great turbulence in the way further education is planned, managed and funded. The article concludes with ways to tackle the unfinished business of the Kennedy Report.
