This survey conducted by EURYDICE between October 1999 and March 2000 identified the measures and policies being implemented by the governments of 15 European Union (EU) Member states to enable citizens to participate in lifelong learning at any age. The survey analysed initiatives undertaken at all levels of the education system, from pre-school through to higher and adult education. The survey results indicate that all Member states are using the concept of lifelong learning to drive educational reform. However, although the way in which the concept is interpreted and implemented depends upon the specific nature of their educational systems, common trends are apparent. These include: improving, broadening and diversifying educational provision; employing new information and communication technologies; developing cooperation between stakeholders within and outside the education system; and increasing educational flexibility and transparency. The report contains the following sections: Contexts, definitions, issues; Results of the survey; Concluding observations; Bibliography; Aims, policies and strategies: country reports. The annex contains the questionnaire for the country background papers. The country reports provide: a definition of the concept of lifelong learning in the Member state concerned; a summary of the aims and strategies for achieving a society based on lifelong learning; an account of the contribution of each level of the education system; and an overview of the pilot programs or schemes introduced.
