- On-the-job learning and evaluation professional skills in apprenticeship training in Finland

Apprenticeship training in Finland, an employment contract between the employer and the apprentice, includes on-the-job training as well as theoretical education and leads to the same vocational qualifications as training at educational institutions. This paper reviews apprenticeship training in Finland, looking at the workplace as a learning environment and on-the-job learning in apprenticeship training. Finally, the evaluation of professional skill development in the workplace is discussed, suggesting that the evaluation culture is still relatively new in Finnish working culture but, because it has a role to play in developing workplaces into learning environments, it should be accepted with an open mind.

- Why workers are reluctant learners: the case of the Canadian pulp and paper industry

This paper addresses themes of union-management strategies, job control and workplace learning, suggesting that workers may be reluctant to learn because flexibility masks a paradox underlying the capitalist employment relationship. Data gathered from the pulp mills in the Canadian province of British Columbia (BC) between 1996 and 1999 are analysed and the paper concludes that workers' resistance to learning is part of the contested arena of productivity and job control.

This paper explores policy and practice issues raised by the introduction and development of work based learning (WBL) programs and the implications of these programs for higher education in the UK. An explanation of the concept of WBL is offered. Following this there is a brief examination of the factors which are perceived to have shaped WBL in higher education in the UK. Because there is a wide spectrum of WBL programs in the UK, this paper focuses on employer-led WBL undergraduate degree programs for students already in employment.

- Lifelong learning in SMEs: a case study

Global economic restructuring and the increasing freedom to trade are key factors affecting company growth and success and national economic success. In this paper it is suggested that the current policy agenda in the UK has 'learning' central to social, economic and technological development. The development of skills is seen as an important factor in productivity levels but the effectiveness of training interventions is contested. The paper explores the impact of a Learning Centre on the development of organisational learning by small and medium sized enterprises (SMEs) by means of a case study developed to investigate aspects of lifelong learning in the workplace. The authors conclude that the research suggests that not only is there a divide between learning in large organisations and SMEs but that SMEs are not a homogenous group. The key factor is to encourage SMEs to engage in and with individualised training and development.

- Modernised learning: an emerging agenda in British trade unions

An important part of this paper is the identification and examination of the new education framework of British trade unionism. The first section reviews, situates and discusses the reasons behind the recent growing involvement of trade unions in workplace learning. The second section of the paper examines the changing emphasis and parameters of trade union education in recent years, located within this framework. The third section of the paper argues that the new framework and accompanying initiatives are characterised by tensions and ambiguities which risk undermining progress in this area. The paper's final section offers suggestions and recommendations for future development.

- Learning work: new approaches to high school 'vocational' education in Alberta

Recent literature dealing with the relationship between learning and work has changed focus from preparation for specific employment to a focus on lifelong learning. This paper looks at recent vocational education reforms in Alberta, Canada, in the light of the tensions and debates current in adult workplace learning literature. Three key educational initiatives are reviewed: Career and technology studies, registered apprenticeship program and tech prep. Interview data collected with representatives from government, education, labour and industry are analysed with a view to gaining a better understanding of the context of workplace learning in which these reforms are taking place.

Workplace learning, it is suggested, plays a critical role in creating equal social, economic and employment opportunities for all workers. This paper examines some of the challenges associated with ensuring that all workers have equal workplace learning opportunities. Under Canadian law, employers have a legal and socio-economic duty to ensure that the workplace learning opportunities are supported for all employees. By means of two case studies specifically relating to persons with learning disabilities due to dyslexia, the judicial system's response to employers who fail to fulfil this duty is highlighted. The paper also offers a conceptual overview of workplace learning.

This paper aims to define and present a model and some of the key attributes of a new employment relationship with a view to measuring and monitoring the extent to which modern organisations have evolved from the old employment paradigm to embrace the merging of the workers' and organisations' needs and interests. The model covers eight core attributes of a new employment relationship: flexible employment; customer focus; focus on performance; project-based work; human spirit and work; loyalty and commitment; learning and development; and open information. In the section on learning and development the question is asked: should learning and development activities in organisations focus on developing the individual or be concerned with achieving organisational outcomes? It is argued that, in human resources development terms, a holistic approach should be adopted, encompassing both activities.

This paper looks at the implications of gender based organisational patterns on both organisational learning and the learning of individuals within organisations. It takes as its basis a study of organisational changes in the pulp and paper industry, the electronics industry, the food industry and the laundry industry.
