This article looks at the contribution of a recent government white paper concerning urban renewal to the notion of lifelong learning and its role in decreasing inequality. Strategies that have arisen from the white paper are described including the creation of Local Strategic Partnerships (LSPs) and an increase in the resources and influence of Regional Development Agencies (RDAs). These strategies reinforce the importance of skills for regional economic success and encourage the involvement of higher education (HE) with businesses and community groups to enhance access. The paper concludes that significant role of adult education in social regeneration has been recognised but that adult learning still has under-realised potential for building stronger communities and engaging residents in activities which contribute to social development.
