Adult and community learning alliances - a new role for local authorities?

In this article the author looks at the response of Local Education Authorities (LEAs) to the implications of recent legislation around skills and learning. He suggests that the amended statutory duties and powers of local authorities together with the guaranteed two years of government funding are indicative of the role that local authorities need to play in new lifelong learning arrangements and the necessity for them to deliver value. The strengths that local authorities can offer to community learning partnerships are discussed and the need for the development of effective implementation strategies is emphasised.
