CARCAE, set up in 1977 as an interim council by the International Council for Adult Education (ICAE) and selected as the advisory body on adult education in 1984 by the Standing Committee of Ministers of Education of the Caribbean Community (CARICOM), has had a strong focus on literacy programs, the training of adult educators and the development of national adult education associations.
