In July 2000, the Learning and Skills Development Agency (LSDA), then the Further Education Development Agency (FEDA), contracted Technologies for Training (TfT) to undertake a project in relation to learning centres. This final report is presented in five sections. Section one, 'The project', provides the background to the learning centres research project and an overview of the project methodology. Section two, 'Definition of a learning centre', discusses the processes involved in coming up with an operational definition of the term 'learning centre'. Section three, 'Profile of responding centres', provides an outline of the organisations responding to the surveys, the resources employed, the type of provision currently offered and some management issues. Section four, 'The effectiveness of learning centres', discusses possible methodologies for identifying effectiveness in the operation of learning centres. The final section, 'Other issues', addresses the following issues arising from the contract or discussion with the project manager: listing of initiatives; categories of learning centres; creation of a database; support by LSDA; and further studies. Included as appendices are: Details of contractor's tasks; Survey documents; Statistical analysis; Follow up survey documents; Extract from Commission staff working paper: A memorandum on lifelong learning; Methods of measuring usage and records of usage (end of November 2000).
