There are two main origins to the German debate on key competencies: (1) the growing importance of 'extrafunctional competencies'; and (2) evidence indicating that the competencies built over several years of vocational education and training (VET) are at least partially obsolete when people eventually enter a job. In this article, the author looks at particular types of key competencies and conceptualises them in the context of situations relevant for promoting them.
