Report: a study to evaluate the promotion, administration & effectiveness of the Registered Apprenticeship Program

The Registered Apprenticeship Program (RAP) in Alberta, Canada is an innovative program that facilitates practical learning for Alberta's youth by allowing them to register as apprentices in high school. This study commissioned by Alberta Learning, Apprenticeship and Industry Training (AIT) examines the promotion, administration and effectiveness of the program, explores whether the goals of RAP are being met and develops baseline data for the measurement and improvement of the program. It is based on a survey of RAP apprentices, parents, employers and high school representatives as well as interviews with Alberta Learning staff and representatives of CAREERS: The Next Generation (CNG). The report is structured as follows: the first section provides the background, purpose, objectives and scope of the study, outlines the approach and research program and clarifies terms and data reporting; section two summarises the participation of students, employers and high schools in RAP; sections three to six present the findings of the study in terms of the goals and measures established in the scope of the study, i.e. the promotion of apprenticeship training, providing alternative learning pathways, assisting school to work transition, and establishing partnerships in education and training between local employers and school; the seventh section presents stakeholder suggestions for program improvement; sections eight and nine summarise the overall observations and recommendations and provide a conclusion.
