The purpose of this study was to develop a set of key principles for effective working with disadvantaged young people. 'Disadvantage' was defined to include young people aged 16-18 who are not in education, training or employment, and those under 16 who are at serious risk of underachievement. The study was undertaken for the Department for Education and Employment (DfEE) between December 1999 and July 2000.
