Lifelong learning: is there a logic for loans?

The government's consultation document 'The Learning Age' [indexed at TD/IRD 88.177] identifies the need for a substantial increase in investment in education and training, but also emphasises that public resources are limited. The report highlights the need for individuals and employers to take on more responsibility for financing learning and recommends targeting public subsidy on those in greatest need and those without basic skills. 'Lifelong learning: is there a logic for loans?' identifies what role there might be for loans in lifelong learning. It summarises what we know about the need for loans, their acceptability to different users and the prospects for an effective system of operation. It also helps to identify what work needs to be done before concrete proposals for a system of loans can be developed.
